LOUISBURG--Joseph "Joe" Elliott Elmore, 87, of Louisburg died Wednesday night. Joe was born in Wilson, Wilson County, NC on December 5, 1932. He was a son of the late Thomas O. Elmore of Wayne and Lenoir Counties and Effie Morris Elmore of Bertie County.

Joe moved to Franklin County, NC with his parents in 1947 and graduated from Franklinton High School in 1951. He attended Wake Forest College, graduating in 1956 with a B.A. Degree in History. He taught in Franklin County Public Schools at Bunn and Louisburg. He obtained an M.A. Degree in 1965.

In 1964 he began a career as an Appraiser and in 1974 became the first full time Appraiser for the Franklin County Tax Department. He also served as the first Mapper for the tax office.

As a member of Perry's Chapel Baptist Church for 40 years, he served as Deacon, Sunday School Teacher and member of the choir. He held the same roles as a member of Maple Springs Baptist Church.

On March 9, 1986, Joe married Rebecca P. Stallings who preceded him in death. He was also preceded in death his sisters, Effie Leigh Elmore and Cenieth C. Elmore; and his brother, Thomas M. Elmore.

Joe is survived by his sister-in-law, Ruby Elmore; special friend, Shirley Marshall; and many nieces, nephews and dear friends.

Joe was an active participant in the Sons of Confederate Veterans. As historian of the Person Place Preservation Society, he wrote numerous accounts of its history and the history of Franklin County, in addition actively sang as a member of The Northeast Piedmont Chorale. At the close of his career he was chosen as an Honorary Member of the North Eastern Chapter of the North Carolina Society of Surveyors for services rendered to Appraisers, Attorneys and Surveyors. He established Franklin County's first Appraisal and Mapping Department.

Ever served in love to assist, help and uphold others as the need occurred, and Looked to Christ as the ultimate example to all His children.

A private graveside service was held at Perry's Chapel Baptist Church cemetery.
