So here’s a mystery for you to ponder. In March, North Carolina lost more than 33,000 jobs (based on the household survey of employment).

They’ve been called reckless spenders, foolish financial planners, and the “got to have it now” generation. Who are these people? They’re you and me, the American consumer. For the last 20 years, we’ve been on a spending binge that drove our saving rate to zero.
But recently we’ve changed our ways. We’re now saving more. In fact, the personal saving rate, which measures how much we save out of our paycheck and other income, hit 4 percent in the first three months of this year. This is still only half of the average saving rate from the end of World War II to the mid-1980s, but it’s certainly better than the zero percent rate earlier this decade.

Every four years we elect a president. But another very important person takes office every four years who, many say, eclipses the president in impact over the economy. This person is the chair of the Federal Reserve System, and we now know who this will be for the upcoming term – Ben Bernanke.
The head of the Federal Reserve is appointed by the president and confirmed by the Senate. Every president has an opportunity to appoint at least one Fed head, although not necessarily at the beginning of the president’s term. Fed heads are not subject to term limits (like presidents are). Alan Greenspan served almost five full terms running the Federal Reserve, and Bernanke has been nominated for his second full term.

Budgets are a financial tool to track flows of money – where the money comes from and where it goes. When I was a kid my mom made a budget using envelopes. Each envelope represented a spending item – groceries, mortgage payment, electricity, etc. – and cash would be put in the envelopes to meet the month’s expenditures. Rarely did my mom move cash between envelopes.
The largest budget being discussed in North Carolina today is the state budget. As I write, our state leaders are still wrestling with the fundamentals of the budget, specifically how much money they will have to spend and where it will be spent.

Many times, a high ranking is good, but not always. Unfortunately, one ranking North Carolina currently has falls into the “wish we didn’t have it” category. This is our statewide unemployment rate, which as of February, stood at 10.7 percent. We have the fourth highest jobless rate behind Michigan, South Carolina and Oregon.
The bad news is this rate will likely go higher. Even if the economy begins to pull out of the recession by year’s end – as many economists predict – the ranks of the unemployed will continue to swell, probably into 2010.

As the assistant principal at Laurel Mill Elementary School, Faulkner is anxious to see just how well new drains at the school’s entrance are going to work. Some may call me geeky, or others may just call me strange, but I like to read academic reports. My standard excuse is, “Someone has to read them!” When my wife sees me curled up with the latest 100-page version, she just shakes her head and says, “You’ll be asleep soon.” But to me, the reports are almost as fun as the latest John Grisham thriller. Well, not quite.

As a university professor, I come in contact with many foreign graduate students. Periodically I enjoy chatting with them about their impressions of our country and how those impressions might change the longer they’re here. Although attitudes and ideas certainly vary, there is one consistent comment the students tell me. They are impressed with the amount of economic freedom we Americans have.
This freedom is seen on both sides of the economic exchange. For the most part, consumers have the freedom to buy what they want, to pursue the education and occupation they desire and to save and invest money according to their own plans and goals. Similarly, sellers – for the most part – have the freedom to develop products and services they think consumers want and to sell those products.

BUNN -- In his first-ever varsity start, Bunn’s Taylor Longson was strong through five innings last Thursday, helping the Wildcats come up with a key 5-2 victory against Warren County in a Northern Carolina Conference baseball matchup.
With the win, Bunn improved to 5-4 in the league, which is good for fourth place outright. Four teams from the NCC will qualify for the Class 2-A State Baseball Playoffs.

WENDELL -- The Louisburg/Youngsville All-Stars won the Tar Heel League District 6 Softball Championship last week.
L-Y, featuring girls in the 7-8 age division, rallied out of the loser’s bracket to defeat Rolesville twice and earn the crown.
L-Y lost its first-round game but fought back and eventually took home the title.
Hayley Poole led the way for the winners with a hot bat to go with smothering defense up the middle from her pitcher’s position.

LOUISBURG -- Efforts to return comprehensive health care to Franklin County were bolstered this week when officials announced that Duke Lifepoint secured more than $10 million they will put toward mental health care at its proposed Franklin County campus.The proceeds are $4 million more than Duke Lifepoint projected it would receive from the sale of Dorothea Dix and is almost half of the roughly $24 million they are attempting to secure for the fully realized behavioral health services they plan to offer as part of their health care package at the old Novant Health Franklin Medical Center site.

Louisburg resident Justin Loyd is making the most of his final collegiate baseball season at Gardner-Webb University.
Loyd, who prepped at Kerr-Vance Academy in Henderson, has been selected as the Big South Conference Player of the Week by hitting .611 during four games last week.
Loyd had 11 hits in 18 at-bats for the Runnin’ Bulldogs, including a 3-for-4 effort against the University of North Carolina that featured a double.
