Franklin County residents will get their first chance to cast a ballot for the spring primary beginning Thursday. One-stop absentee voting begins at 8 a.m. Thursday, featuring two local races for the Democratic Party — the sheriff’s seat and the District 7 Senate seat. Sheriff Pat Green is facing a Democratic challenge from Darryl Wright, a former Zebulon officer and county sheriff’s deputy.

1603.Voters pick new sheriff, commissioner but keep county's clerk of courts
LOUISBURG -- More than 54 percent of Franklin County's voters cast a ballot during this midterm election, selecting a new county commissioner and sheriff -- both Republicans.And, Republicans had sweeping victories in Congress and in judicial races, too.Sheriff's Office Capt. Kevin White received the most votes for sheriff, besting a challenge by Democrat Troy Wheless, who also works within the department as a major.

1609.401 committee shifts into high gear for funding
Residents who want U.S. 401 widened through Franklin County agreed to put the pedal to the metal in pursuit of funds to improve the roadway. At its last meeting, members of the U.S. 401 Citizens Action Committee agreed to commission Rick Seekins with the Kerr Tar Regional Council of Governments to draft an executive summary — a necessary step if the group is to seek federal Transportation Investment Generating Economic Recovery (TIGER) funding for the $43 million project. The deadline for applying for the apparent one-shot $300 million pot is Sept. 15.

Vance-Granville Community College, Henderson, has announced that 322 students earned Dean’s List honors for the spring semester that ended in May. To qualify for the Dean’s List, a student had to maintain a 3.5 grade-point average and have no grade  lower than “B” while carrying at least 12 semester hours, according to VGCC Vice President of Academic & Student Affairs Dr. Angela Ballentine.

Louisburg police are looking for suspects in an armed robbery. Talasforo Conde-Diaz, 36, and Tomas Conde Osorio, 21, reported on Nov. 26 that they were robbed at gunpoint at the corner of Cooper Street and Kenmore Avenue.

1613.What to expect in 2010
If you accept the notion that those who focus on public policy issues for a living have some insights into future happenings please allow my predictions about what to expect this New Year. The economy may recover slightly in the second half of the year but will remain sluggish. Unemployment will continue around 11 percent much of the year. State revenues will be lower than projected, especially in sales taxes and personal and corporate income taxes, leaving the state budget with a 450 million dollar deficit for the year ending June 30. Governor Perdue has already taken steps to reduce spending and will continue to adjust budgets enough to cover the shortfall.

1614.Bunn will compete in event
Bunn is the lone Franklin County school that will be competing in a Pre-Christmas Holiday Basketball Tournament. While Franklinton and Louisburg will be in holiday action in Johnston County following Santa Claus’ trip down the chimney, the Wildcats will play in the Clayton High School Tournament on Dec. 21-22. Bunn has a history at the Clayton event, including a pair of boys titles. But the tourney wasn’t held last year, so the Wildcats participated in the Nash County Tournament instead.

1615.McCrory defeating Perdue would be historic in so many ways
RALEIGH – If former Charlotte Mayor Pat McCrory wins his rematch with Gov. Beverly Perdue next year, it will be historic for several reasons. It will be the first time a sitting North Carolina governor is defeated for reelection to a second four-year term, for example. It will also be the first time in state history that a female incumbent loses a major office to a male challenger.

1616.Stimulus not stimulating
Franklin County does not appear to be benefitting from all those stimulus dollars you’ve been reading so much about for the biggest end of a year. Our unemployment rate is a brutal 10 percent -- and remember, that basically is just the people who are unemployed and seeking employment. Not included are those who are not fully employed, who have taken jobs far below their skill levels or needs as a way to make ends meet or the truly unfortunate, those who have simply given up and dropped out of the job market. Oh, but we hear a lot about how this stimulus stuff is making life better.

1621.Man’s truck stolen while he is hospitalized
A Louisburg pair that got arrested earlier this month with drugs in their car was arrested recently on charges that they had drugs in the house. Investigators arrested Albert Lee Gupton, 60, and Melissa Mosley Joyner, 45, on April 15, charging them with possession with intent to sell and deliver cocaine, maintaining a dwelling for a controlled substance, possession of cocaine, possession of marijuana and possession of drug paraphernalia.

1629.Franklin County is very well represented at State Fair
Franklin County youth and livestock producers were well represented at the 2007 N.C. State Fair. Thirty-four area youth exhibited beef heifers, sheep, meat goats and turkeys in Raleigh, bringing home many ribbons and more than $2,500 in prize money. Franklin County continues to have one of the largest numbers of youth and livestock entries competing during the fair.

BUNN -- Guard-heavy will once again be the theme for the Bunn High School 2009-10 boys basketball. Over the past decade or so, the story always seems to be the same at BHS, at least in the estimation of veteran head coach Gerald Melton. The Wildcats always seem to be loaded at the guard position, but have trouble finding complementary players to work in the paint. There have been some exceptions to the rule, including the likes of powerful post players Brian Bridges and Ric Yarborough, among others.

1644.Deputies investigate three home break-ins
Louisburg police arrested a man who is no stranger to law enforcement. Jaquis Jackson has been arrested in two drug stings, one in the spring of 2006 and another in 2007. He had been arrested as recently as March after police performed a traffic stop and seized nearly 35 grams of cocaine and marijuana.

BUNN -- If every game is like this, it’s going to be quite a closing run for one of the area’s most successful high school football coaches. Week One of the David Howle Farewell Tour at Bunn featured a 36-28 victory last Friday over previously undefeated Oxford Webb at the BHS Football Field. Howle, who announced his retirement after 21 years earlier this week (effective at the end of the year), saw his club combine with the Warriors for a whopping 802 total yards.

1646.BISHOP PLEADS GUILTY
A Louisburg man could spend nearly 20 years in jail after pleading guilty to killing his girlfriend this past spring. Franklin County investigators arrested David Bishop on April 21 — two days after witnesses said he shot Gabrielle Reece in the face following a day of drinking, drugs and gunplay. Bishop was charged with first-degree murder in the death of the Wake Forest resident, but he pled guilty to second-degree murder as part of a plea arrangement on Monday morning.

1647.Louisburg police arrest two Louisburg College students
Franklinton police arrested a man they allege was operating a drug house. Dating back to Aug., 23, Det. Reggie Norflett said a number of residents in the area of 202 Mitchell Avenue had expressed concern about illegal activity occurring at the property. After monitoring the house and relying on witnesses and a confidential informant, officers were able to execute a search warrant on Oct. 11, arresting James Robert “Bull” Bullock, 53.

1649.Board backs off transfer, sales taxes
With the writing apparently on the wall, Franklin County commissioners decided they would not put revenue options to a vote. At least not at this time. In July, the General Assembly authorized counties to put before voters a land use transfer tax or a quarter-cent sales tax increase as revenue options to help offset raids the state made on other county funding it will use to pick up Medicaid expenses.

BUNN -- David Howle has now won eight league Coach of the Year Awards during his soon-ending 21-year tenure in charge of the Bunn High School football program. But the real enjoyment for Howle this time around comes with the fact that he can share the NCC spotlight with a pair of his players, including his own son.

BUNN - Rare is the performer who repeats as an Athlete of the Year at Bunn High School. Since he has been at BHS since the mid-1990s, current Wildcats’ Athletic Director Hancel Phipps can recall only one athlete who has pulled off this feat. And that was Nakisha Stewart, who will undoubtedly go down as one of the school’s all-time best players. Add the name of senior Maghan Place to that elite list, as Place has been selected for the second straight year as the BHS Female Athlete of the Year.

1653.VIM continues to serve uninsured, underinsured
Operators of a free clinic began recognizing Cover the Uninsured Month with an open house and a public forum this week. Those who built the Franklin County Volunteers in Medicine clinic three years ago say its future includes taking health care beyond the walls of its Louisburg location and into the community. The free clinic began operating in January of 2005 and has a recurring patient list of almost 700 people.

Although several private academies flourished in Franklin County during the early 19th century, local officials did not establish public schools until 1841. The fledgling school system resulted from state legislation and received support from a fund that had been conceived in the 1820s by a Franklin County educator and legislator.Known during the early 19th century as the "Rip Van Winkle State," North Carolina suffered because conservative lawmakers were reluctant to appropriate funds for public education and for transportation improvements.

The Franklin County Board of Education had one of its shortest meetings in recent memory this week -- the public portion was barely 10 minutes long!During the public portion, the school board set the tuition rate for county schools at $1,782.08 per student per year. That rate applies for students who live outside Franklin County but want to attend Franklin County Schools.Essentially, the rate equals the amount that Franklin County government spends on each child enrolled in the county school system.

Following a hunch, Franklinton police arrested a man charged with transporting drugs. According to a report by Police Chief John Green Jr., he was patrolling the area of Winston Street the evening of April 4 when he came upon a vehicle that, according to an informant, was being used to transport drugs. The vehicle pulled into the driveway of a known drug user, according to the report, and Green waited.

1681.New carbon-activation plant could bring 36 jobs to 'Burg
LOUISBURG -- The town could be getting a new industry in the next 18 to 24 months if plans for an activated carbon manufacturing plant come to fruition. Its approval was one of several decisions made by the town council during its September meeting Monday night.A company known as 424 Kemp Rd., LLC, is planning to use the former Advance Metal Products facility on T. Kemp Road to manufacture carbon pellets that can be used for many different products.

In a long-anticipated action, the Franklin County Board of Education formally terminated Philip Mueller from his position as an auto mechanics teacher at Louisburg High School Monday night. Mueller had been on unpaid suspension for allegedly making inappropriate comments to a female LHS student last fall. He had offered to resign — and even went to court asking that the court order the school district to accept his resignation — but Judge Howard Manning decided the school board had the right to terminate his employment.

Despite the nonreference in the state CON application about opening an emergency facility in Louisburg, FRMC CEO Brian Gwyn said Tuesday that the hospital will not be pulling out of Louisburg and will maintain a Health Management Associates presence in operations, not just property ownership. Franklin Regionals Certificate of Need application does not commit to any future use of the existing building in Louisburg and refers to the unavailability of land and utilities elsewhere in the county as one reason why it wants to attempt to relocate from Louisburg to off U.S. Highway 1 above other more geographically-centered spots.

A decade or so ago, after he became “re-associated” with Louisburg College, Dr. John Cameron, a former chairman of the board of trustees, said he expressed some concern about a neglected house that occupied a prominent place on the college campus. LOUISBURG -- The Louisburg Town Council adopted a new policy concerning some governmental hearings, got an update on its pending Joyner Park upgrade project and handled a few other routine business items during a Monday night meeting.The policy that was unanimously adopted covers "quasi-judicial hearing procedures" that are used in some meetings held by the Historic Preservation Commission, the Zoning Board of Adjustment and others.

ROCKY MOUNT -- Nash Central notched one run in the bottom of the first but couldn't dent the plate the rest of the way en route to being defeated by Bunn by a 7-1 total on Monday in high school baseball action on the NCHS campus.Bunn never trailed after delivering three runs in the top of the first thanks in part to a Jordan Payne RBI double, along with a leadoff single from Nick Sanders.The Bulldogs also committed a costly throwing error as part of the uprising.
